What is  chkdsk.exe

The file chkdsk.exe is a component of Microsoft Windows, with a process name of Check Disk Utility. The file checks the status of your hard disks and floppy disks to see if there are errors, and then works on logical file issues, if any. The chkdsk.exe is actually a command prompt that can launch the process. Use the command prompt “fsutil dirty query c:” to see if there are file system errors, and if there are, the process will try to fix the problem. If you use /r in the command prompt, the process will check the disk and then if there are problematic sectors found, the file will try to recover the “readable information.” You may also launch the process by typing in “cmd” on the Run option of the Start tab on your task bar. When the command window appears, type “chkdsk c: /f /r” which will then launch the utility. The actual check disk process can go on for about an hour.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. chkdsk.exe. is used by Microsoft Windows, If you shut down chkdsk.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop chkdsk.exe, permanently you need to uninstall the application that runs this process which in this case is Microsoft Windows, from your system.
