What is  ioctlsvc.exe

An Input/Output Control application for USB drives is usually installed through the file ioctlsvc.exe. The executable file comes with a number of USB drivers and installers, as well as CD/DVD burning software. The file was found to be useful with older versions of the Windows Operating System, but with the newer versions of the OS; the file was found to be an unnecessary addition to the burden of the system. In some instances, users experienced computer freezing, and slower CPU speed, despite the file not being utilized and simply sitting on the desktop. Numerous recommendations to uninstall the file have been cited, and quite a few users did uninstall the program because it hampers the speed of the computer; and also because they found their system to be unstable with the file installed. However, there were no incident reports from users with regards to virus intrusion while the file was still in the system.
