COM Services is an umbrella term which encompasses the OLE or OLE Automation, ActiveX, the COM+ and the DCOM technologies. It is a language-neutral technology of implementing objects which are used in different environments across machine boundaries. The allocation semantics of the language technologies are accommodated by objects that are handle their own creation as well as destruction through reference-counting.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. comres.dll. is used by Microsoft Windows Operating System, If you shut down comres.dll, it will likely start again at a later time either after you restart your computer or after an application start.
