This file has a digital signature by VeriSign. A DLL file is a type of Windows application that can work with other applications such as another executable program or other DLL files. A dynamically loaded or linked file can monitor the activities of other applications. It can also change the behavior of other programs. CA Anti-Virus software offers security solutions to the user such as automatic E-mail scanning, low system overhead, automatic updates and advanced heuristic scanning. It offers protection against Trojans and viruses that destroy valuable information such as documents and multimedia including videos, photos and music.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. avshlext.dll. is used by CA Anti-Virus or Computer Associates Antivirus, If you shut down avshlext.dll, it will likely start again at a later time either after you restart your computer or after an application start.
