The file oem13mon.exe is part of software created by Creative Technology. The process that the file installs is known as Live! Cam Console Auto Launcher. This file is the one responsible for enabling your Web camera, and also for launching its features. The file may run upon startup, because this is usually its default configuration after installation; but you may disable it from your Startup processes if you do not want it consuming CPU time during system boot-up. However, you should enable the file first before opening your Web camera; otherwise, the webcam will not launch, and you may get an error message from the system. Errors that are usually displayed by the system include the device not being detected by the computer. Usually, connecting the device to another USB port on the PC generally resolves the issue. If the device is not detected when it is connected to the front USB port, attaching it to the one located at the back of the CPU enables the system to recognize the device.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. oem13mon.exe. is used by Live! Cam Console Auto Launcher, If you shut down oem13mon.exe, it will likely start again at a later time either after you restart your computer or after an application start.
