The ersvc.dll file is a modular process that is used by the Windows Error Reporting Service applet, which is an application that is built into Microsoft Windows systems. Certain built-in Windows programs and third party applications also reference the data stored in the ersvc.dll module in order to initialize the Windows Error Reporting Service applet. These applications activate the Windows Error Reporting Service applet when bugs and errors are encountered during program initialization and runtime. The ersvc.dll module contains program logic code, sequential lines of commands or instructions and references to other application-specific modules or modular system resources that may be required by these applications for implementing the functionalities integrated into the Windows Error Reporting Service applet.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. ersvc.dll. is used by Windows Error Reporting Service, If you shut down ersvc.dll, it will likely start again at a later time either after you restart your computer or after an application start. To stop ersvc.dll, permanently you need to uninstall the application that runs this process which in this case is Windows Error Reporting Service, from your system.
