The file epiomngr.sys, known as Iomanager Application, belongs to software Toshiba Power Management by Compal Electronics, Inc. The Power Managemjent software is a program that aims to increase the amount of time that the power can run from its battery by managing the power consumption of various components of Toshiba portable computers. The power consumption of the computer depends upon factors that include the brightness level of the display screen, whwther or not the hard drive or the optical drive is spinning, and various settings that can be adjusted in the power management software of the Windows control panel. A typical example of the power management setting is the processor speed, which is the setting that controls the CPU (central processing unit) clock speed. Reducing the processor speed can significantly reduce the demand for power from the battery while increasing the processor speed can significantly improve the performance of CPU intensive applications like video editing software.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. epiomngr.sys. is used by Toshiba Power Management, If you shut down epiomngr.sys, it will likely start again at a later time either after you restart your computer or after an application start. To stop epiomngr.sys, permanently you need to uninstall the application that runs this process which in this case is Toshiba Power Management, from your system.
