The file smartrestarter.exe is known as the Fast Start Software that is developed by Samsung Electronics Co., Ltd. FastStart is a tool that enables the system to enter the sleep mode regardless of the current system power settings and conversely, it allows users to access the computer faster. It also enables a speedy boot up process. The computer boot process is the steps taken by the computer when the power is turned on. This includes loading the operating system and preparing the system for use. The first part of the system is controlled by BIOS, which is the basic input/ output system that initialize and test the hardware components before loading the operating system. One cause of slow system boot up is the programs that load during start up, and these can be checked from the Windows system tray. Some of the items listed in the system tray are essential for the functioning of the PC, but some items may not be necessary. Too many programs on the system tray that require loading during startup will significantly slow down the boot up process.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. smartrestarter.exe. is used by Fast Start, If you shut down smartrestarter.exe, it will likely start again at a later time either after you restart your computer or after an application start.
