What is  regsvcs.exe

The regsvcs.exe file can be found in the .NET Services Installation Tool application. Regsvcs.exe enables .NET Services Installation Tool to implement different processes such as loading and registering an assembly, generating, registering and installing a type library into a specific COM+ 1.0 application, and configuring services that are programmed to be included in the class. An assembly file known as assemblyFile.dll is required by the regsvcs.exe file as a source. A strong name should be assigned to the assembly, however, the names of the target application and the type library file are optional. The source assembly file generates the applicationName argument. If it does exist, regsvcs.exe will creates it. The typelibraryfile argument, on the other hand, points the type library name. If there is no type library name, the regsvcs.exe file will use the assembly name as the default name. Once regsvcs.exe registers the methods of the components, it will be subjected to the demands and link demands on these methods.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. regsvcs.exe. is used by Microsoft .NET Framework, If you shut down regsvcs.exe, it will likely start again at a later time either after you restart your computer or after an application start.
