The file rainmeter.exe is known as Rainmeter - A Customizable Resource Meter that belongs to software Rainmeter. It is a desktop customization tool and is open source software distributed free of charge under the terms of the GNU GPL v2 license. Rainmeter enables users to display customizable skins, for example RSS feed and weather forecasts, on-line data streams, and memory and battery power on the desktop. The skins are functional, handy and compact applets that float freely on the desktop, and can be used to record to-do-lists, control the media player, or launch application. The user can create and design the skin, or a skin can be downloaded from the Rainmeter library and modified using software toolkits. The feature called "Skins call upon measures" is a set of powerful, built-in modules that the user can access when creating interactive meters to perform the heavy lifting and display designs and information. The program uses small CPU and RAM resources and has a tiny space footprint.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. rainmeter.exe. is used by Rainmeter, If you shut down rainmeter.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop rainmeter.exe, permanently you need to uninstall the application that runs this process which in this case is Rainmeter, from your system.
