The process netcfgsv.exe is a part of the Network Configuration Service, which is a component of the Global Network Service Client sprcifically from AT&T. This program manages the configuration feature of AT&T's VPN (Virtual Private Network) client. There are various VPN client providers and AT&T is one of them. As a VPN client, the Global Network Service provides stable network support for all communications and internet access points. For this particular VPN client, it allows all computers within the network to access AT&T's IP. This includes the tablets, smartphones and other mobile devices that are connected to AT&T. This service is available to both Apple IOS and Android devices. Thus, it can allow the users to manage their network, whether it's an individual or business network, from their mobile device. The remote management capability is one of the recent innovations for this VPN.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. netcfgsv.exe. is used by Network Configuration Service from Global Network Service AT&T, If you shut down netcfgsv.exe, it will likely start again at a later time either after you restart your computer or after an application start.
