The hoonetmeter.exe file is a process called Net meter that belongs to the application Net Meter created by Hoo Technologies. It is not a core file for Windows. It can record inputs. This program uses an icon on the taskbar. It uses a visible window. Net Meter is a software that monitors the network traffic across all network connections from the computer where it is installed. It displays numerical and graphical upload and download speeds in real time. It shows the transfer rates of connections by multiple networks. It logs the network traffic and makes monthly, weekly and daily summary of traffic reports. You can customize the start days of month and week. You can setup notifications to get alerts once you exceed a particular bandwidth usage. You can test speed of bandwidth connections using traffic stopwatch. You can record connection transfer rates in CSV or plain text format.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. hoonetmeter.exe. is used by Net Meter, If you shut down hoonetmeter.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop hoonetmeter.exe, permanently you need to uninstall the application that runs this process which in this case is Net Meter, from your system.

After uninstalling applications it is a good idea to scan you Windows registry for any left over traces of applications. Registry Reviver by ReviverSoft is a great tool for doing this.
