The process dlcitime.dll, also referred to as Timer DLL, is a Dynamic Link Library file that contains the modules that support other programs that are required to run. There are programs in the computer that contain many different modules, and each module of the program is contained and distributed in the DLL. DLL files like the Timer DLL that supports other applications promote modularization of code, efficient memory usage, code reuse, and reduces disk space. This results to a faster loading of the operating system and programs during computer startup. The functionality of the programs that use the modules from the Timer DLL depends on the availability of these modules when the program executes. If the operating system cannot locate these files because the DLL has been deleted or if the modules have been corrupted, the system will register an error and the process command will not properly execute.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. dlcitime.dll. is used by Timer DLL, If you shut down dlcitime.dll, it will likely start again at a later time either after you restart your computer or after an application start. To stop dlcitime.dll, permanently you need to uninstall the application that runs this process which in this case is Timer DLL, from your system.
