The Artemis!86CF38F36894 program is a family of obtrusive adware applications and malicious BHOs (Browser Helper Objects) that are known to infect unprotected Windows-based systems with unencrypted TCP/IP network ports and outdated Web browsers, and this malicious application has variants reported by many users to be associated with the cnsmin.dll file. These same users claim that the cnsmin.dll file is embedded with browser hijacking functionalities that allow this malicious program to change the Web browser's homepage to a URL that points to a website that is managed and operated by the authors (or associated companies) of the cnsmin.dll file. Other users reported that their anti-malware tools flag the cnsmin.dll file as a component of the 3721 application, which is another family of Web browser hijackers that can infect unprotected Windows-based computers. These users claim that the cnsmin.dll file is integrated with self-activating functionalities that it can implement upon Windows startup, and these users also state that the cnsmin.dll file is able to automatically initialize during system startup and operate as a hidden background process to hijack the Web browsers of the infected computer during system runtime, or while the user is browsing the Internet, because of certain keys and entries that the cnsmin.dll file is said to be capable of creating and injecting into the Windows System Registry upon its successful placement and activation in the Windows-based computer.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. cnsmin.dll. is used by Artemis!86CF38F36894 Web Browser Hijacker and 3721 Web Browser Hijacker, If you shut down cnsmin.dll, it will likely start again at a later time either after you restart your computer or after an application start.
