The citivanhelper.dll file is a Dynamic Link Library (DLL) module that is implemented into the system by the Citi VAN (Virtual Account Number) software, which is a Web browser plugin that was developed by Citigroup with a set of features for securely processing online credit card purchases by automatically populating form fields with the user's credit card virtual account numbers and details. The Citi VAN software is integrated into the Internet Explorer Web browser of the system upon the installation of this program, and the citivanhelper.dll file is also placed in the system upon the integration of the Citi VAN application into the Internet Explorer Web browser. The citivanhelper.dll file is specifically deployed as the Citi US Toolbar Helper module of the Citi VAN software and is referenced by this application whenever the user makes an online credit purchase in supported Internet shopping portals where Citi virtual account numbers are accepted.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. citivanhelper.dll. is used by Citi VAN (Virtual Account Number) Toolbar, If you shut down citivanhelper.dll, it will likely start again at a later time either after you restart your computer or after an application start.
