The cilusb.exe process is an executable program file used by the status monitoring and management applications of certain APC (formerly MGE) UPS (Uninterrupted Power Supply) devices that are designed for Windows-based computers. Some users claim that the cilusb.exe process is also deployed into their systems upon the installation of the management and status monitoring applications packaged with their Eaton UPS devices. The cilusb.exe process is specifically deployed to assist these bundled UPS device status monitoring and management applications in integrating the USB connectivity functionalities of these Eaton and APC UPS devices into the Windows-based system. In order for the embedded operations performed by these APC and Eaton UPS devices to be correctly monitored by the system, the cilusb.exe process works with other EXE component files, SYS driver utilities, DLL (Dynamic Link Library) modules and certain background process items among various resource files and libraries of both the Windows system and the bundled applications of these APC and Eaton UPS devices.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. cilusb.exe. is used by APC (formerly MGE) and Eaton UPS Firmware/Driver Software/Monitoring and Management Application, If you shut down cilusb.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop cilusb.exe, permanently you need to uninstall the application that runs this process which in this case is APC (formerly MGE) and Eaton UPS Firmware/Driver Software/Monitoring and Management Application, from your system.
