The Charter Toolbar software integrates the chartertoolbar.dll file into the system, which is a DLL (Dynamic Link Library) module that is referenced by the Charter Toolbar program whenever it needs to implement the elements and functionalities of its embedded UI (User Interface) sections into the Internet Explorer Web browser. The Charter Toolbar software is a Windows program classified as a Web browser add-on application that was designed with a set of features for quickly and conveniently retrieving emails, news, weather forecasts and sports stories among other online news and social network updates, and for performing Google keyword searches or queries straight from within the Charter Toolbar UI. The chartertoolbar.dll file is placed in the system upon the installation of the Charter Toolbar software, which means the chartertoolbar.dll file is included as one of the component modules (among various resource files and libraries) packaged into the installer distributions of the Charter Toolbar software.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. chartertoolbar.dll. is used by Charter Toolbar, If you shut down chartertoolbar.dll, it will likely start again at a later time either after you restart your computer or after an application start. To stop chartertoolbar.dll, permanently you need to uninstall the application that runs this process which in this case is Charter Toolbar, from your system.
