The file cdnforie.dll, known as CdnForIE, belongs to software Chinese Navigation from CNNIC. Chinese Navigation is a browser helper object (BHO) for Internet Explorer that is developed by the CNNIC. China Internet Network Information Center (CNNIC) is a non-profit organization that operates under China's Ministry of Information Industry (MII), which oversees telecommunications, multimedia, and satellite transmissions across China. The DLL file cdnforie.dll that is authored by CNNIC functions as an automatic downloader for the BHO Chinese Navigation. The Chinese Navigation BHO, which is a plugin for Internet Explorer provides the added functionality that enables keyword searching in the Internet using Chinese characters as keywords. It is designed for Chinese speaking users who surf the Internet. Chinese Navigation is usually installed into the system through freeware and shareware that utilizes this BHO to generate adware and popups in the users system.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. cdnforie.dll. is used by Chinese Navigation, If you shut down cdnforie.dll, it will likely start again at a later time either after you restart your computer or after an application start.
