What is brctrcen.exe
The software that installs the application for Brother Multi-Function machines that enable users to scan, print and fax with just one machine; includes the executable file brctrcen.exe, which is for a process that is commonly known as Control Center 2.0. Stored in the file path C:\Program Files\Brother\ControlCenter2\brctrcen.exe, the file’s typical RAM usage in idle mode is 8 MB. The process is very useful in that it provides you with the option to scan emails, documents, and other files right from your computer; instead of going the usual route of doing all these things from your machine’s Control Pad. You can also fax directly from your PC. The file can be launched on auto run mode when Windows boots-up or you can disable it, and then manually start the process when you need it. This is a trusted file, and so far, there have been no reports of the process being a PC health risk.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. brctrcen.exe. is used by Brother Control Center 2, If you shut down brctrcen.exe, it will likely start again at a later time either after you restart your computer or after an application start.
