The process armon32.exe is an executable file of IP Monitor or Dialup Monitor belonging to the software Visual IP InSight Client or Inverse IP InSight developed by Visual Networks. The Visual IP InSight Client is a utility that controls the Windows Dial-Up Networking call attempt performance. It is like other test and diagnostic programs which have a goal to improve the quality of service users receive, without interfering with user service and privacy. It is installed in the user PC as part of the Tiscali Software installation. After the user is connected to the Internet, the Visual IP InSight Client uploads the quality of service metrics to a server at user’s ISP or corporate site, or at Visual where it is provided then to the network manager of the user. The network manager programs the Visual IP InSight Client to occasionally perform simple networks tests such as pinging a network location to improve its network service. The program usually requires only about 1MB of disk space to install and uses minimum memory for its operation.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. armon32a.exe. is used by Visual IP InSight Client, If you shut down armon32a.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop armon32a.exe, permanently you need to uninstall the application that runs this process which in this case is Visual IP InSight Client, from your system.
