Have you tried the suggestion below?

Open the Windows Explorer window, click on the Tools menu item and select Folder Options.

In the window that opens, click the View tab and uncheck the option “Always show icons, never thumbnails”, click Apply and OK.

You can now check to see if the Preview pane works for you.

If this is a recent problem, a system restore is also an option.
