How are you trying to turn on Hybrid sleep Brian? Are you using a desktop or a laptop?
Why are you trying to use Hybrid sleep?
As for Internet Explorer, I would recommend making sure you are using the latest version and if that does not work try disabling your current internet security software temporarily to see if that allows you to click on links.

Maximum PC has written a great article on how to turn off Hybrid Sleep here: http://maximumpcguides.com/windows-7/turn-off-hybrid-sleep-in-windows-7/
Please let me know if this works for you.
With Internet explorer, what happens when you try a different browser like Google Chrome or Firefox.
You could try uninstalling Internet Explorer from the Control Panel and then reinstall.
