What is  snmptrap.exe

The snmptrap.exe process is the executable file for SNMP Trap Service or Simple Network Management Protocol, an Internet-standard method for device management on IP networks. The devices that support SNMP are routers, servers, switches, workstations, modem racks, printers, and more. SNMP is used in network systems to monitor the devices that are network-attached for conditions warranting administrative attention. SNMP is one of the components of the Internet Protocol Suite according to the IETF or Internet Engineering Task Force. It is composed of a set of network management standards that include layer protocol application, data objects, and database schema. SNMP exposes data management in variables on the management systems that describe the configuration in the system. These variables can be queried by managing applications. The administrative computers in a typical SNMP environment called managers, monitor devices in a computer network. Every agent in a managed system reports information to the manager via the SNMP.

How can I stop snmptrap.exe and should I?

Most non-system processes that are running can be stopped because they are not involved in running your operating system. snmptrap.exe. is used by SNMP, If you shut down snmptrap.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop snmptrap.exe, permanently you need to uninstall the application that runs this process which in this case is SNMP, from your system.
