The msncc.exe file is an executable application process integrated into the MSN Connection Center software, which is a Windows program classified as a network connection manager application developed by Microsoft with a set of features that can allow users to configure the settings of available Internet connections and select their desired connection from a list of options. The msncc.exe process is specifically deployed as the executable program dispatcher file of the MSN Connection Center program, which means users can execute the msncc.exe file in order to load the MSN Connection Center application unto the system and access its embedded features. The msncc.exe file is placed in the system upon the installation of the MSN Connection Center application, which means the msncc.exe process is included as one of the component files and libraries bundled into the installer distribution packages of the MSN Connection Center software.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. msncc.exe. is used by MSN Connection Center, If you shut down msncc.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop msncc.exe, permanently you need to uninstall the application that runs this process which in this case is MSN Connection Center, from your system.
