The gtipci21.sys file is the process called Texas Instruments PCI GemCore IFD Handler that is used by the application Texas Instruments PCI GemCore Based SmartCard Interface developed by Texas Instruments. This process file is a driver. This file has a digital signature from Microsoft Windows Hardware Compatibility Publisher with certificate issued by Microsoft Timestamping Service. It is not a core file for Windows. This is not a visible program. A driver is a computer application that controls or operates a certain device connected to the computer. It communicates with the device usually through a communications subsystem or computer bus connected to the hardware. It is depended on hardware and is operating-system-specific. A driver acts as translator between the operating system or application using it and the hardware device. PCI or peripheral component interconnect is a bus that attaches the peripheral hardware device [expansion card] to the computer motherboard.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. gtipci21.sys. is used by Texas Instruments PCI GemCore Based SmartCard Interface, If you shut down gtipci21.sys, it will likely start again at a later time either after you restart your computer or after an application start. To stop gtipci21.sys, permanently you need to uninstall the application that runs this process which in this case is Texas Instruments PCI GemCore Based SmartCard Interface, from your system.
