The fsstarter.exe file is an executable process that serves as one of the program files of an application called FileServe Manager. The FileServe Manager is classified as a download management program with a set of integrated features for organizing, managing, pausing and continuing content downloads. When activated, the content of the fsstarter.exe process instructs the FileServe Manager application and the system where this program was installed to initialize other required program files that correspond to the functionalities requested by the user from the FileServe Manager console. This means the fsstarter.exe process is activated by the FileServe Manager software when a user requests access to certain features that are integrated into the FileServe Manager application. The fsstarter.exe process is usually stored in the same program folder where the FileServe Manager software was installed, which is normally under the Program Files directory of the system partition.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. fsstarter.exe. is used by FileServe Manager, If you shut down fsstarter.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop fsstarter.exe, permanently you need to uninstall the application that runs this process which in this case is FileServe Manager, from your system.
