The freeze_us.dll file is the process called IE Toolbar Engine used by the application Freeze.com Toolbar. A DLL [dynamic link library] file is a Windows application that has functions that are applicable to other programs. It has a mechanism for shared codes and data that enable a developer to upgrade the functions of a program without the need to recompile or re-link. It is easy to install and arrange. This DLL file is a BHO or browser helper object that automatically runs when you start the Internet browser. Personal firewalls usually do not block BHO activities because the firewall detects the BHO as the browser itself. This program does not use a visible window. It can alter or monitor Internet Explorer. It is not a system process. It monitors programs and records inputs. The process automatically starts on Internet Explorer\Toolbar\WebBrowser, Internet Explorer\Toolbar\ShellBrowser, Explorer BHOs or on Internet Explorer toolbars.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. freeze_us.dll. is used by Freeze.com Toolbar, If you shut down freeze_us.dll, it will likely start again at a later time either after you restart your computer or after an application start. To stop freeze_us.dll, permanently you need to uninstall the application that runs this process which in this case is Freeze.com Toolbar, from your system.
