The fltmn.dll file is the process FLTMN.DLL that belongs to the application Content Filtering by MS. Most non-system processes that are running can be stopped because they are not involved in running your operating system. fltmn.dll. is used by Content Filtering, If you shut down fltmn.dll, it will likely start again at a later time either after you restart your computer or after an application start.
