The file elkbd.sys, known as El KB Service, belongs to software Intel Quick Resume Technology by Intel. This system is a component of the Quick Resume Technology Driver (QRTD) that allows the Intel Viiv technology-based PC to behave like a consumer electronic device with instant an on/off after initial boot, when the capability is activated. The Quick Resume mode function of QRTD is the behavior assumed by the PC where the video output stops sending data to the display, the sound is muted, and the LED display indicates a lowered power state on the monitor. QRTD places the Intel Viiv technology-based PC in Quick Resume mode by pressing the power button on the PC remote control. PC Quick Resume mode returns when the mouse is moved, when an on/off key on the keyboard is pressed, or when the sleep button on the remote control is pressed. When the PC is in this mode, power continues in other vital parts of the computer like the processor and the fan, and tasks that do not require user input like streaming, downloading, and recording a TV program continues in the background.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. elkbd.sys. is used by Intel Quick Resume Technology, If you shut down elkbd.sys, it will likely start again at a later time either after you restart your computer or after an application start. To stop elkbd.sys, permanently you need to uninstall the application that runs this process which in this case is Intel Quick Resume Technology, from your system.
