A component of Microsoft .Net Framework, aspnet_state.exe is the executable file for Asp.Net session, a Windows tool for storing and retrieving navigating values in Web applications. This functionality is essential for each HTTP page requests, as session in asp.net state enables the user navigate seamlessly through Web pages. Http remains a stateless protocol without the .net framework. ASP assigns user a unique key to maintain and regulate session states. HTTP stores the key so that the client can send it to the server in every request. The server reads the key provided by the HTTP cookie and re-inflates the session state. The StateServer mode retains the session state, and becomes the asp.net state service, while at the same time separate from asp.net work process, also called IIS application pool. This mode, when used, ensures that the session state is being preserved when the Web application gets restarted. It also makes session states available to multiple servers in the Web application.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. aspnet_state.exe. is used by ASP.NET session state, If you shut down aspnet_state.exe, it will likely start again at a later time either after you restart your computer or after an application start.
