The file wltuser.exe is a process that is a part of Windows Live Toolbar, a web browser extension toolbar program developed by Microsoft Corporation. One component that makes up the Windows Live Toolbar software is Windows Live Toolbar User Elevation Helper, which is in the form of the wltuser.exe file. Therefore, this file is entirely dependent with other processes or modules that belong to the program. It has to be retained in the system, usually located in the folder C:\Program Files, or C:\Windows, and be seen in the Task Manager if it is currently running. This file is the same process found in other versions and editions of Windows Live Toolbar, which include Windows Live Toolbar Beta and Windows Live Essentials. What the Windows Live Toolbar does for the user is to provide a search interface to easily type keywords what he or she needs to search on the web through the search engine by Bing. Other than that, it includes customization of buttons and plugins to the browser of Internet Explorer.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. wltuser.exe. is used by Windows Live Toolbar, If you shut down wltuser.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop wltuser.exe, permanently you need to uninstall the application that runs this process which in this case is Windows Live Toolbar, from your system.
