The svnserve.exe process is an executable file integrated with the other executable components, DLL modules, SYS driver files and associated resources that are used and referenced by the Subversion Server software, which is a Windows program classified as a network server development application that can allow users to convert their Windows-based systems into network servers with Web-based modules, functionalities and other remote and local network server tools. The svnserve.exe process is implemented into the installer distribution packages of the Subversion Server software, which means the svnserve.exe file is placed in the Windows system upon the installation and configuration of the Subversion Server program. The svnserve.exe process may also be activated by the Subversion Server software whenever the system or the user requests for certain functionalities that are associated with the svnserve.exe process.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. svnserve.exe. is used by Subversion Server, If you shut down svnserve.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop svnserve.exe, permanently you need to uninstall the application that runs this process which in this case is Subversion Server, from your system.
