The spa.exe file is an executable component process implemented with the other program files, DLL resources and system drivers that are needed by the Symantec Patch Applicator module, which is an applet built into certain Symantec applications classified as system security tools. The Symantec Patch Applicator module is activated and loaded unto the system upon the execution of the spa.exe file, and when this happens, the functionalities of the Symantec Patch Applicator module become available to the associated Symantec program. The spa.exe process is integrated into the installer distribution packages of these associated Symantec security tools, which means the spa.exe process is implemented into the Windows-based system upon the installation of the Symantec application and the placement of its other program files, system drivers and modular DLL components in the system.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. spa.exe. is used by Symantec Patch Applicator Module, If you shut down spa.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop spa.exe, permanently you need to uninstall the application that runs this process which in this case is Symantec Patch Applicator Module, from your system.
