The smcirda.sys file is a Windows Driver and part of the software called SMSC IrCC Miniport Device Driver developed by SMSC. SMSC is a leading developer of Smart Mixed-Signal Connectivity solutions, and is focused on delivering connectivity solutions that enable the spread of data in automobiles, consumer devices, PCs and other applications to a certain extent or range. Smcirda.sys focuses on data association through the use of infrared. Receiving and sending of files via infrared requires alignment of two infrared ports or adapters. These ports or adapters are installed in many laptops and hand-held devices, and are designed to support direct two-computer connections only. They must be aligned to each other to up to an extent of not more than five (5) meters. The range of transfer through infrared could only reach up to a short span, and cannot penetrate walls and any other obstructions, and work only in direct line of sight.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. smcirda.sys. is used by SMSC IrCC Miniport Device Driver, If you shut down smcirda.sys, it will likely start again at a later time either after you restart your computer or after an application start. To stop smcirda.sys, permanently you need to uninstall the application that runs this process which in this case is SMSC IrCC Miniport Device Driver, from your system.
