The promon.exe process is an executable file that is technically named as Intel Pro Network Interface Card (NIC) Console, or also called as Intel Pro Monitor, from the software Intel Pro NIC Driver, which is created by Intel Corporation. This file program is usually pre-installed in the computer system, and the launcher file of the driver, enabling the user to have access to configuration and diagnostics of network card. It provides the networks traffic that is passing through the software Intel Pro Network Interface Card (NIC) Driver. This process is left running in order to properly function when the system is on. It becomes disabled if the file is altered or the setting is modified. It won’t connect to the Local Area Network or LAN, which eventually stop diagnosing and configuring the system. However, this file is easy to access as it remains on the system tray, particularly next to the clock on the taskbar.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. promon.exe. is used by Intel Pro NIC Driver, If you shut down promon.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop promon.exe, permanently you need to uninstall the application that runs this process which in this case is Intel Pro NIC Driver, from your system.
