The file prismcfg.exe, known as Wireless Card Utility that is associated with USB 2.0 wireless LAN (WLAN) from Dell Inc., belongs to software Wireless Client Manager. The WLAN utility is a wireless connection manager included with Dell TrueMobile Wireless Cards that provides a friendly user interface with wizards to help customers setup a basic wireless connection. This utility is included in the Dell wireless card driver, which is easy to install and run. This utility supports the functionality of the Dell Client Manager software that provide IT professionals with a centralized, remote control for the automation of common tasks associated with owning client systems. From a remote management console, users or network administrators can identify, inventory, and add computers to the pool of managed resources, monitor the status of key computers or computer sub-components, and configure or update the BIOS of multiple computers simultaneously.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. prismcfg.exe. is used by Wireless Client Manager, If you shut down prismcfg.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop prismcfg.exe, permanently you need to uninstall the application that runs this process which in this case is Wireless Client Manager, from your system.

After uninstalling applications it is a good idea to scan you Windows registry for any left over traces of applications. Registry Reviver by ReviverSoft is a great tool for doing this.
