The process optimize.exe is a file that is associated with Internet Optimizer. This program is created by Avenue Media. The Internet Optimizer, or sometimes also referred to as Active Alert, is a program designed to improve the user's internet experience. The program relies on monitoring different Internet performance indicators. These indicators will then be compared to industry standards. Internet Optimizer will identify which of these indicators are not performing up to par. Internet Optimizer will also configure the settings (with the user's permission) in order to boost the internet performance. It will adjust the settings to a favorable state, and the result will be considerably faster downloads and easier browsing access. This will allow the user to perform operations which consume much bandwidth, like video streaming.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. optimize.exe. is used by Internet Optimizer from Avenue Media, If you shut down optimize.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop optimize.exe, permanently you need to uninstall the application that runs this process which in this case is Internet Optimizer from Avenue Media, from your system.
