Office Lifeboat or Microsoft Office Program Recovery is installed on the computer when you execute the file offlb.exe. This is usually installed together with your other Office applications through the Microsoft Office software; more specifically, the Microsoft Office Professional and Microsoft Office Ultimate versions of the software. The file is responsible for helping various Office applications to launch in the event that they hang when the user accesses them. In simple terms, the file tries to recover the application when it fails to load normally. However, users have reported that file itself causes application issues where processes other than Office applications; freeze, crash or hang when the process is running in Task Manager. The file has been found to override other processes because it uses up almost all of the CPUs resources. You can locate the file in the Common Files subfolder of Program Files. Common file size 553,792 bytes. The program may be uninstalled or disable without causing any issues for core files of MS Office.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. offlb.exe. is used by Office Lifeboat/Microsoft Office Program Recovery, If you shut down offlb.exe, it will likely start again at a later time either after you restart your computer or after an application start.
