The exeuctable file nltdi.sys is recognized to be a part of the Net Limiter Driver, a program created by Locktime Software. The main function of this software is to serve as an ultimate traffic control tool designed for Windows. There are already some programs that the user can install to monitor bandwidth usage. The NetLimiter, as opposed to just monitoring, will actually implement the limits set by the user. The software allows the user to download or upload transfer rate limits for applications or even single connection and monitor their internet traffic. This function is achieved with their special features. The Network Monitor has a list of all available applications that are connected to the computer, which includes transfer rates. The Bandwith Limiter, which can set the actual limits of transfer rates. The software also has its own Rule Scheduler, so the user can take advantage of certain times when bandwidth is higher. These features can be accessed through a user-friendly interface.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. nltdi.sys. is used by NetLimiter from Locktime Software, If you shut down nltdi.sys, it will likely start again at a later time either after you restart your computer or after an application start. To stop nltdi.sys, permanently you need to uninstall the application that runs this process which in this case is NetLimiter from Locktime Software, from your system.
