The mini_monitor.exe process is an executable program file that is an EXE application resource used by the CleanMem software, which is a Windows program classified as a system memory and RAM resource optimization tool that was designed with a set of features for defragging, monitoring, scrubbing and optimizing the virtual system memory and physical RAM allocation functionalities of Windows-based computers. The mini_monitor.exe process is specifically deployed as an EXE program file integrated into the CleanMem Mini Monitor module, which is an applet built into the CleanMem software that assists this RAM and virtual system memory optimization program in implementing its embedded memory monitoring functionalities into the system. The mini_monitor.exe file actively operates as a background process whenever the CleanMem application is being used. The installer distributions of the CleanMem software implements the mini_monitor.exe file as one of the its bundled components, which means the mini_monitor.exe file is unloaded unto the system upon the installation of the CleanMem program.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. mini_monitor.exe. is used by CleanMem, If you shut down mini_monitor.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop mini_monitor.exe, permanently you need to uninstall the application that runs this process which in this case is CleanMem, from your system.
