Logger.exe is the executable file for PCC Logging Service, popularly known as Skype, is an instant messaging software that enables the user to use webcam and microphone to engage in message conferencing with one or multiple people on the Internet. Its modules are able to handle audio and video incoming and outgoing flow of data on the Web. The service allows the users voice communication with peers using a microphone, a video conference using a webcam, as well as instant messaging on the Internet. Making phone calls can be placed to the recipients like the traditional telephone lines. Calls within Skype users or Skype-to-Skype are free of charge. Calls to mobile phones and landline telephones are charged by a debit-based account system of the user. Skype has fast become popular for its large file transferring and videoconferencing capabilities. Skype is a high-end peer-to-peer as well as client–server system, making use of background processing on computers with Skype software, reflective of Skype's original name, Sky Peer-to-Peer.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. logger.exe. is used by Clavister Logger, If you shut down logger.exe, it will likely start again at a later time either after you restart your computer or after an application start.
