The jtagserver.exe process is an executable file that belongs to the program files and modules used by the Altera Quartus II software for a built-in module packaged with this application systems design program. The JTAG Server Service module is initialized upon the activation of the jtagserver.exe process, which is initiated by the Altera Quartus II software. The jtagserver.exe process is started by the Altera Quartus II software during system startup, and the jtagserver.exe process continues to actively run in the background during system runtime. Upon system startup, the jtagserver.exe process calls on other program files, application-specific modules and other modular system resources that are required by the JTAG Server Service applet of the Altera Quartus II software. The jtagserver.exe process does this in order to load the JTAG Server Service module and implement its integrated functionalities into the system. The JTAG Server Service module is used to integrate compatibility support into the system for compatible JTAG hardware devices and components that are connected to the system where the Altera Quartus II is installed.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. jtagserver.exe. is used by Altera Quartus II and JTAG Server Service Module, If you shut down jtagserver.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop jtagserver.exe, permanently you need to uninstall the application that runs this process which in this case is Altera Quartus II and JTAG Server Service Module, from your system.

Some poorly written applications have many processes that run that may not be required and take up valuable processing power within your computer.
