The ipinip.sys process is a type of driver file by the name IP in IP Tunnel Driver, also known as IP in IP Encapsulation Driver, which is basically a component of Microsoft Windows Operating System, a product developed by Microsoft Corporation. IP in IP Tunnel Driver is technically a kernel mode driver, and is expected to start. If in any case this driver fails to start, the Event log has a record of the error, but in Windows Vista, a message box pops up to inform the user about the failure start of the process. In many occasions, if the IP in IP Tunnel Driver does not start, it is because the TCP/IP Protocol Driver service itself is disabled, or maybe stopped. In other words, the ipinip.sys file needs to remain on its folder location, usually in C:\Windows folder, and be running in the background. Otherwise, the function that this file process provides can give an effect to the performance of the PC.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. ipinip.sys. is used by IP in IP Tunnel Driver, If you shut down ipinip.sys, it will likely start again at a later time either after you restart your computer or after an application start. To stop ipinip.sys, permanently you need to uninstall the application that runs this process which in this case is IP in IP Tunnel Driver, from your system.
