The process that you get when the iertutil.dll file is executed goes by the name of Run time utility for Internet Explorer. The file may come installed together with your Windows Operating System installer, or it may also be installed when you download and install Internet Explorer. What the file’s primary responsibility is to load modules that IE needs in order to execute its functions. If the file is missing, or some of its modules cannot be found, IE will not be able to execute. What users have mentioned regarding the file is that when they upgraded their IE to IE 8, the file was nowhere to be found after they rebooted the PC. This resulted in application crash because the system could not located iertutil.dll. Some users surmised that the file could have been re-installed in another folder, or it has been replaced by a newer version, and the system is not able to communicate with the new file version. The file’s standard folder is C:\Windows\System 32.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. iertutil.dll. is used by Run time utility for Internet Explorer, If you shut down iertutil.dll, it will likely start again at a later time either after you restart your computer or after an application start.
