The hphped06.exe file is a process called GetCounterInfo MFC Application that is part of the application GetCounterInfo Application. This is not a visible program. This process runs when you start Windows. It uses the registry key HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run. It is not a core file for Windows that means the operating system can run without requiring this process. It can monitor programs and record inputs. The process automatically runs on the local machine for autorun registry entries, %windir%\tasks or on running processes. A file with EXE extension is an executable file or program on Windows, OS/2, Symbian, DOS and OpenVMS operating systems. Aside from the executable program, various EXE files have components called resources like icons and bitmaps that the executable program can use for its GUI [graphical user interface]. An executable file is a program that can be run by the operating system as an application on computer.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. hphped06.exe. is used by GetCounterInfo Application, If you shut down hphped06.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop hphped06.exe, permanently you need to uninstall the application that runs this process which in this case is GetCounterInfo Application, from your system.
