The hlp.sys file is a process called FAST HLP Driver that is used by the application FAST HLP Driver. It is not a visible process. It functions as a driver. A driver is a computer application that controls or operates a certain device that is connected to the computer. It communicates with the device usually by means of a communications subsystem or a computer bus that is connected to the hardware. The driver directs commands to the connected device when a program sends instructions for a task to be performed. When the device sends back data, the driver will call for routines or instructions from the program. A driver is operating-system-specific and is dependent on hardware. It acts as translator between the operating system or application and the device to simplify programming. It usually provides interrupt handling needed for an important time-dependent asynchronous hardware interface.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. hlp.sys. is used by FAST HLP Driver, If you shut down hlp.sys, it will likely start again at a later time either after you restart your computer or after an application start. To stop hlp.sys, permanently you need to uninstall the application that runs this process which in this case is FAST HLP Driver, from your system.
