The hbtvhelper.dll file is the process called HBTV used by the application HBTV created by Hotbar.com. This dynamic link library [DLL] file is a BHO or browser helper object that automatically runs when you launch the Internet browser. Personal firewalls usually do not block activities of BHOs because the firewall detects the BHO as the browser itself. This is why BHOs are often used by spyware and adware. The hbtvhelper.dll file can record inputs. It can monitor or alter the behavior of Internet Explorer. It is not a core file for Windows. Adware is a program that is supported by advertising. It automatically displays advertisements for the author to earn revenue. These ads are usually shown on the program user interface or presented on the screen while the user installs the process. Adware is designed to analyze the Websites that the user visits in order to determine and present the advertisements that are related to their interests.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. hbtvhelper.dll. is used by Hotbar, If you shut down hbtvhelper.dll, it will likely start again at a later time either after you restart your computer or after an application start. To stop hbtvhelper.dll, permanently you need to uninstall the application that runs this process which in this case is Hotbar, from your system.
