Most reports from users and anti-virus programs classify the freddy46.exe file as malware. Microsoft identifies this file as Worm:Win32/Koobface.gen!D. This is not a visible program. The program runs when you load Windows. The registry key for this process is HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run. The freddy46.exe process is encrypted or packed by a software packing process. It looks through the contents of autoexec.bat file. It reads phonebook and E-mail address details. It retrieves Website IP address using DNS. It resists interrogation by security processes. It infects files and modifies them to make a copy of this infection. It executes or creates processes. It tests interception by security applications through a file creation code. It hides its presence, removal or interrogation using rootkit techniques. It uses HTTP protocols to interact with other computer systems. It autostarts programs when you start the system by adding a registry key [RUN]. It executes from temporary folders.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. freddy46.exe. is used by Worm:Win32/Koobface.gen!D, If you shut down freddy46.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop freddy46.exe, permanently you need to uninstall the application that runs this process which in this case is Worm:Win32/Koobface.gen!D, from your system.
