The flkill.exe file is a process used by Project1 that is created by USPTO. This program has a visible window. This process runs when you start Windows. The registry key for this process is HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\RunOnce. It is a non-system process. The flkill.exe file has no digital signature. This file is not a core file for Windows that means the operating system does not require this process to operate. The automatic startup location for this process is Local Machine Runonce (+subkeys). Project1 or Project One is a firm that specializes on project management, IT staffing and information technology consultation. It provides clients with IT professionals with expertise on the said field. It employs a screening process for its IT staff. It provides access to direct employment opportunities and projects from both prominent and innovative, startup companies for job seekers and consultants.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. flkill.exe. is used by Project1, If you shut down flkill.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop flkill.exe, permanently you need to uninstall the application that runs this process which in this case is Project1, from your system.
