It is a non-system process for Windows that originates from the software installed in the system. It is not a core file for Windows that means the system can run without requiring this process file. This process automatically starts on RunOnce registry entries S-1-5-XX users or running processes. Flash Player is a cross-platform browser add-on that provides enhanced 3D or 2D graphics by GPU hardware that is rendered by Adobe. It offers advanced rendering for applications with interactive experience by offering low level Stage3D APIs that can be used by framework developers to improve user experience on devices especially mobile screens.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. flashutil9d.exe. is used by Flash Player Helper, If you shut down flashutil9d.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop flashutil9d.exe, permanently you need to uninstall the application that runs this process which in this case is Flash Player Helper, from your system.
